- LCVs are estimated to be
responsible for 1.5% of the EU’s total CO2
emissions - The new legislation covers
vehicles used to carry goods weighing up to 3.5 tonnes (vans and
car-derived vans) and which weigh less than 2.6 tonnes when
empty - From 2014, manufacturers that
do not meet the targets will pay a maximum fine of €95 per car –
less than what the EU Commission originally proposed - A super-credit scheme to
incentivise the production of low-emitting vehicles has been
prolonged by two years - Only the fleet average is
regulated: manufacturers will still be able to produce vehicles
with emissions above the limit, provided these are balanced by
other vehicles below the maximum limit - The mid-term 175 g/km standard
will be phased in between 2014 and 2017 - A revision of the regulation
will take place by 1 January 2013 to confirm how to reach the
long-term goal set for 2020 - The draft regulation was first
proposed in November 2009. It complements
rules on CO2 emission limits for cars - The agreed text is to be adopted formally after
legal-linguistic revision
